Every card lies face up so you can plan deep, but only same-suit runs move as a group, and the odds sit at a punishing 20%.

Steve Solitaire is a two-deck member of the Carlton family in which every card is dealt face up. Tableau piles are built down without regard to suit, which makes single moves easy to find, but only sequences of a single suit may be picked up and moved together, so a carelessly mixed column soon hardens into a wall. That single-suit restriction is why this two-deck game is rated difficult, with about a 20% win rate resting mainly on your skill.
Because nothing is hidden, every deal is a puzzle you can plan several moves deep. Keep your builds in suit whenever you can, and think twice before clicking the stock: each click drops a fresh card onto every column and can bury the sequences you have been patiently assembling.
Carlton Solitaire, Old Carlton Solitaire, McCarver, and Eternal Triangle all take this same face-up, same-suit idea in their own direction.
You already know original Solitaire, of course, so when Steve's columns get tangled, that's always there to reset on.

8 foundation piles: Build up from Ace to King in the same suit.
8 tableau piles: Build down regardless of suit. Groups of cards may only be moved if they are in sequence down in the same suit. Any card can fill an empty space. At the start of the game, one face-up card is dealt to the first pile, two to the second, and so on.
Stock: Deal one card to each tableau pile by clicking on the stock. There are no redeals.
There are eight foundation piles.
A card can be added to a foundation pile only if it's one rank higher and the same suit as the pile's current top card, so the only card that fits on a 10 of clubs is a J of clubs. There can be no more than 13 cards in a pile.
The top card of each foundation can be moved back into play if another pile will accept it.
There are eight tableau piles, with one card in the first pile, two cards in the second, three in the third, and so on. Every card is dealt face-up.
A card can be added to a tableau pile only if it's one rank lower than the pile's current top card, regardless of suit, so any 7 fits on an 8 of spades.
Cards on the tableau that are not covered by another card are free to be played onto the foundation or any other tableau pile.
Any card can fill an empty slot in the tableau.
Groups of cards in sequence from high to low may be moved from one tableau column to another only if all of the cards are of the same suit.
The stock is made up of the leftover cards.
When you click on the stock, a card is dealt to the top of each tableau pile. The stock can only be dealt once, with no redeal.
