Boulevard skips the tableau entirely: two foundation sets climb two ranks at a time, backed by three reserve piles across two full decks.

Boulevard Solitaire skips tableau building entirely: the nine tableau piles hold one card each and simply wait for an opening on a foundation. The real puzzle is in two sets of foundations that climb two ranks at a time instead of one, plus three reserve piles you work through card by card, all dealt from two decks.

Foundation piles are classified into two types, four piles each.
Foundation A starts empty. Move any ace onto an empty pile to begin it, and each of the four piles must start with a different suit. A card can be added to a Foundation A pile only if it's two ranks higher and the same suit as the pile's current top card, so the only card that fits on an 8 of clubs is a 10 of clubs. Each pile holds at most 13 cards.
Foundation B also starts empty, but is seeded with a deuce instead of an ace, again one of each suit. A card can be added to a Foundation B pile only if it's two ranks higher and the same suit as the pile's current top card, so the only card that fits on a 10 of clubs is a Q of clubs. Each pile holds at most 13 cards.
Cards cannot be removed from any foundation once they have been placed on it.
There are three reserve piles of six cards each. Only the top card of each pile is dealt face-up; the rest are face-down. No cards can be moved into the reserves. Each reserve's top card can only be played to a foundation.
There are nine tableau piles of one card each, all dealt face-up.
No building is allowed on the tableau. Tableau cards can only move to a foundation.
Empty tableau slots may not be filled.
There is one waste pile, and the remaining cards make up the stock.
Click the stock to deal one card to the waste. You get three passes through the stock.
The top card of the waste can be played to a foundation.
